In fact, some script in translate-toolkit depend on python-lxml. So it's probably better to change the python-lxml dependency from recommended to required in translate-toolkit. This solution fixes potential issues in translate-toolkit and virtaal. I let you re-assign the bug to translate-toolkit if you agree with this solution.
