This is a udev bug: it doesn't ship 91-permissions.rules. With udev 125, it would be rather tedious to fix this: we'd have to have a cut-down version of 91-permissions.rules that only contained the mode changes, not owner/group changes, otherwise we'd get lots of warning messages since d-i only has trivial passwd and group databases.
