The best way to fix that is to use push mirror, see
http://debian.org/mirror/push_mirroring (you need the contact of
ftp.ru.do,  Serge Krashakov <sakr[at sign]Chg.RU>, ftp[at sign]Chg.RU).

The other way (but not optimal at all), is to crontab your pull sync (at
least 2 times a day, up to 4) a few hours after ftp.ru.debian.org update
is finished.
