I met dpatch-get-origtargz yesterday for the first time :-) What I guessed is that it is used by dpatch-edit-patch to retrieve the .orig.tar.gz when you invoke it with the "-b" option. I.e. from a directory where you only have the debian/ subdir instead of the whole debianized source tree.
