I created an image with several layers and I was able to rotate these layer with the rotate tool (shift + r). After reopening this file the rotaten fails. It does not have an effect. The window pops up, the slider can be moved to the left/right, but klicking the rotatebutton leaves the layer unvaried. If you save the image then as psd and reopen it in gimp, rotate will work again for each layer in it. I will test this on debian unstable in the evening to have a look, whether the bug appears or not. Best regards.
