When restarting nfs-common, the init.d-script uses start-stop-daemon from
dpkg to check if such a daemon (idmapd, statd) is already running.
start-stop-daemon goes through /proc. When applications are still running
from an already mounted nfs fs, start-stop-daemon will hang and wait for a
time out.

since nfs-common is restartet when a network device goes down/up it is not
even possible to fix nfs failures due to network problems cause you can not
bring up required interfaces.

start-stop-daaemon behaves different when there is a pid file given as an
option.
