After looking at your config script, I think that the template should be "Type: error". Error templates are displayed whatever the user settings are for debconf priority (of course except non-interactive)...and they're often displayed with a special layout (a red background for the dialog interface). As you check versions and take care to display the note only when the replaced version is using the "old" port settings, I think that using "error" is fine. See "man debconf-devel" for details.... That does not affect translations, of course.
