lua-gtk looks for /usr/lib/libgtk-x11-2.0.so and similar to find the GTK libs.
But on my system there are just /usr/lib/libgtk-x11-2.0.so.0 and similar. Seems
(courtesy of apt-file) that /usr/lib/libgtk-x11-2.0.so comes with libgtk2.0-dev.

So I think either liblua5.1-gtk-0 should depend on libgtk2.0-dev -- or it should
append the library's major.

The manifiestation (on a Lenny box *without* libgtk2.0-dev):
