Could you start checking with cowdancer-ilistdump tool to understand
what is broken. Could you try the cowdancer-ilistdump tool from
inside the chroot, and outside the chroot, and see if it can parse the .ilist
file ?
You can use hook script from
/usr/share/doc/pbuilder/examples/C10shell
to avoid cleanup after build failure, and look at
/proc/mounts to see what work directory cowdancer is using.
$ cowdancer-ilistdump .ilist
