The following change has been committed for this bug by

Put the vmlinux and System.map in the correct location for dbg packages
Putting them in unversioned dorectories was a mistake, a carry over from
when the debug package isntalled the stuff in
/usr/lib/linux-debian-$version instead of /usr/lib/debug.
