This is very odd. Most error messages from what you posted are saying they can't find libm.so.6 which *has* to be installed because it's from libc6. So I wonder if libc6-dev or something needs to be installed for dpkg-shlibdeps to work. After all, in normal usage, you can't build any package without having build-essential packages installed (which includes libc6-dev, gcc, and lots of other things).
