Justification: Policy 10.4

/etc/init.d/mini-httpd specifies #!/bin/sh, but defines functions like 'function
foo {...}', rather than 'foo() {...}'. This isn't supported by dash, hence none
of the initstcript actions work. A side effect is that the post-installation and
pre-removal scripts always fail unless bash is used as the interpreter.
