This seems to be a regression from when the architecture handling code got modularized. Previously it was not initializing the Arch substvar if not needed. I'm thinking the best is just to remove the substvar code from dpkg-source as we have marked it deprecated anyway, instead of trying to come up with a temporary workaround.
