Justification: breaks unrelated software


Touch does not update the timestamp in an existing file. This is
particularly relevant to me as it appears to have caused dpkg to fail
& not fully update leaving a none updatable system. I tested this both
on the dpkg.log file & on another file. I also checked it worked on
other hosts.

The fail occured which dist-upgrading & will not now upgrade or fully
run. 

Because I cannot write this report on the offending system I have
edited the details below by hand. The info is taken from dpkg --status
[package]. They may, however, be waiting to update.

Studio 64 is a Debian package & coreutils is downloaded from the
debian archives.  

Relevant deatil from dist upgrade:-
