Actually, I just did a few tests and I can't reproduce that.
svn-buildpackage considers an override as mentioned properly in both
cases: svn-tag and svn-tag-only.
So, the warning is nonsense but the functionality is okay AFAICS. If not
please be more specific or even give me a (not) working use case.
