/usr/share/initramfs-tools/hooks/udev is the hook that pulls in all the
files below /etc/udev. This hook is part of the udev package, but yes,
any such change would require a bit of coordination.

Understood, but it would at least have made an 'init=/bin/sh' type boot
possible. That, in turn, would have made cleaning up afterwards a good
deal easier.
