I tried to build kernel 2.6.30-rc5 using:

MAKEFLAGS="CC=gcc-4.4" make-kpkg --initrd linux-image modules-image

as per the manual page for make-kpkg

and the kernel was still built with gcc 4.3.

I had to manually edit the top level Makefile to force compilation with 
gcc-4.4.
