It seems the package uses a font from texlive-fonts-recommended but does
not build-depend on it.
On lenny it generally gets away with this because it is pulled in
indirectly via the chain
hevea->tetex-bin->texlive->texlive-fonts-recommended. However even on
lenny it is actually possible to satisfy the build-depenencies without
installing it since hevea's dependency on tetex-bin has texlive-base as
an alternative.
On squeeze and sid it does not get away with it.
Adding texlive-fonts-recommended to the build-depends will fix the bug.
