Trying to compile the current gnutls with Debian's gnulib says:
warning: macro `AM_FUNC_GETLINE' not found in library
I'd suggest that if the m4 files' copyright/license statement is unclear
or missing, then you should ask the author to clear it up, or rewrite
it, or skip the offending feature and warn the user if it's requested,
or ask the FSF whether you may assume a default copyright -- they're the
assignee after all.
Anyway, the current version plainly states that
dnl This file is free software; the Free Software Foundation
dnl gives unlimited permission to copy and/or distribute it,
dnl with or without modifications, as long as this notice is preserved.
... in fact, these lines have been there since version 1.14 of that
file, dated 2005/01/23. In fact, all the m4 files I've checked have that
statement now.
