As someone mentioned earlier, the copyright statement of the two vdpau headers says this.

Also, it seems libvdpau.so is loaded by dlopen by mplayer/ffmpeg. Has anyone confirmed this? If so, The Debian multimedia team should look into creating a package just for the headers.
