What you are seeing is unrelated to the filed bug report, as “dpkg --print-installation-architecture” exits with 0, please don't mix issues. dpkg already checks for a usable PATH in some operations, and should have given a proper error message in that case anyway. If you can reproduce this other issue, please file a bug report against dpkg including apt and dpkg log files, so that we can track it down.
