The content of debian/copyright does not match the content of license.txt. Please note that license.txt was changed in version 3.77 and the sentences "" You may freely use this software for non-commercial purposes. It may not be used for commercial purposes without an additional license. "" has been replaced by "" You may freely use this software. "" However the license still does not explicitly permit modification and redistribution of modified version. Even plain redistribution is only implicity allowed through: "" If you distribute any copies, you must include this file and these conditions must apply to the recipient. "" If plain redistribution is not permitted, then tth cannot be in non-free, though this is unlikely to be the intent of the author. Could you ask upstream author to clarify the license and preferably replace it with the EXPAT license ?
