As a first step, you can select the closest mirror (i.e. low number of
hops / low RTT)

You can as well try to download a big file and change ftp.ca.d.o with
each mirror:
http://ftp.ca.debian.org/debian/pool/main/o/openoffice.org/openoffice.org_3.1.0.orig.tar.gz
