I am using localtime on my system, set in /etc/rcS and elsewhere.
Latest and greatest from Sid consistantly reads the saved hw time as GMT.
This then gets translated to localtime which is now incorrect.

Ntpdate will reset to the correct localtime.

The resulting shift interferes with dovecot requiring two restarts of
dovecot before imap3d will work.

Since this has not been reported elsewhere (that I have seen), the problem
could be related to the fact that I live east of Greenwich so my localtime
is later.
