I think the simplest fix for this would be to change the priority of
libunwind7 on ia64 to required.  I've cloned this report and
reassigned it to libunwind7.

I don't think pbuilder should have to work around a bug in
debootstrap.

While I think this would make debootstrap more robust, I'm not
comfortable making such a change.  I'll leave this decision up to the
maintainer.
