If I report a bug against a package which is not installed, for example 
kdelibs5 4:4.2.2-2, reportbug-ng includes the following :

Package's Depends field is empty.

Package's Recommends field is empty.

Package's Suggests field is empty.


This is wrong, as kdelibs5 obviously depends on a lot of things. I'm guessing 
reportbug-ng gets these fields from a source about installed packages and 
doesn't expect that the package is not installed. Maybe the Package information 
section should just be dropped for packages which aren't installed.
