Hi, I've added support to ia32-apt-get to honor the apt.conf settings.
You can find the latest source on http://svn.debian.org in project pkg-ia32-libs in trunk/ia32-libs-tools. svn://svn.debian.org/pkg-ia32-libs/trunk/ia32-libs-tools I would welcome it if you could test this with your config and let me know if it works.
