Package: dhcp Version: 2.0pl5dfsg1-20 Severity: important In the script /etc/init.d/dhcp the is an assignment: INTERFACES="eth0" Later, this variable is used on the --exec line to start dhcpd on only the interfaces specified in the variable $INTERFACES. The problem is that INTERFACES acts as a reserved word, and usually returns blank. Changing the variable name to INTERFACEZ fixed the problem, and all worked as expected.
