The way to specify maximum ratio for upload changed in version 0.8.4.

The example rtorrent.rc should show the new way, which is described on the
wiki: libtorrent.rakshasa.no/wiki/RTorrentRatioHandling

Just copying the quick setup from the wiki should be enough, I think.

Also, maybe mention this new behaviour in the NEWS file?
