Tried the patch, it works as claimed. One needs to restart the panel 
after changing orientation, but since this is not something I do 
a lot, I consider it to be a minor annoyance.

I am attaching a quilt patch, ready to be put in debian/patches.

I am illiterate in GNOME programmiing, so I can't help improve the 
patch to allow orientation changes on the fly, sorry.
