Arp ACL support isn't enable.
If squid.conf has an entry like "acl foo arp 00:11:22:33:44:55" squid
stops at start-up with the following error:
FATAL: Bungled squid.conf line xxxx: acl foo arp 00:11:22:33:44:55
You should add "--enable-arp-acl" option to configure, like you did for
squid 2.7 package.
