It could be that the logging problem that was reported by shaul Karl was beacuse of tcpd. 2. upsd.c:check_command: 2.1 I suggest to add a upsdebugx call when hosts_access returns 0. 2.2 upsd.c:server_load add 127.0.0.1 when no LISTEN addres has been specified. In that case, upsd.c:check_command should allow 127.0.0.1 in the same circumstances. It is reasonble to expect that when no LISTEN address has been specified, no modifications will be done for tcpd to allow upsd.
