Not really, as to be consistent you'd need *all* posix utilities in /bin. I'd rather just say that debian supports all posix commands, shell builtin or not, once /usr is mounted. Anything else is just too complicated (and affects more than just this specific case, and more than just coreutils).

Either this, or the udev maintainer¹ deciding to use a different
shebang on his scripts², would fix the issue peacefully.

I really think that's the best solution, since udev has some unique requirements to run early. FWIW, I tend to think that udev is too big to run as early as it does--this is an example of why--but that's just life with the current state of the kernel device system.
