Package: emacs23 Version: 23.1+1-2 Starting with version 23.1, GTK+ is the default upstream toolkit. Debian should follow this decision and build Emacs with GTK by default instead of providing a separate, non-default emacs23-gtk package.
I suggest that you move the GTK build to emacs23 and make emacs23-gtk an empty transitional package.
