The transmission-daemon program will overwrite the settings.json file if
"--auth" is used when started. This
is the default in Debian, as configured in /etc/default/transmission-daemon:

A comment somewhere explaining this (perhaps in
/etc/default/transmission-daemon) would be nice, to avoid
the hair-pulling I just did. (BTW, there is a minor spelling error there,
s/mor/more/)
It would be best if this could be listed in settings.json itself, but I guess
it would just be overwritten. :(
