while submitting #540218, I wanted to mark it blocked by #540209. However, to do so I currently need to have the bug number of the bug blocked by #540209, so the only way to do it is to report the bug, then wait until the acknowledgement from the BTS and use "bts block". It would have saved me some time to be able to submit #540218 with a pseudoheader like "blocked-by: #540209", or with some placeholder like "block -1 by #540209".
