P.S.: Yes, I did foolishly try to build using the .changes file and, of
course, pbuilder was trying to use the package category "web" or "graphics" or
whatever I was building as a file name and failed with a message like this:

Heh. that might be a good idea.

The same happened to me and pbuilder gave me no clue what could had
gone wrong. So at least a warning when file format is suspected to be wrong would be appreciated by me.

I can't think up of any reliable way to check it. There are options

1. checking the name ends with .dsc

        is .dsc the only valid exception ever?

This is how lintian distinguishes between .changes and .dsc.

2. checking the contents

        check against what? is this method fragile?

"Files:" headers use different formats.
