The verbatim grant of license from the copyright holder (the upstream
author) needs to go into ‘debian/copyright’ to state exactly what
gives the Debian project the right to exercise the license terms.

The above file doesn't seem to be part of the distribution of
org-mode. We should best rely on a grant of license given within the
work itself, rather than an independently-changeable document at a
URL.

Probably the best way to do that is to include the above file in the
source package somehow. If you could convince the upstream maintainer
to make that file a standard part of the source distribution that
would be simpler.

I think, since by our policy we are not distributing under the FDL, we
should show the text from the upstream source work that grants us
permission under the GPL. My suggestion for changes to
‘debian/copyright’ are attached as a patch.

That license grant doesn't specify any particular version of the GPL,
which I believe is commonly taken as grant to exercise the terms of
*any* published version of that license; hence the whole work can
reference the latest GPL in Debian, version 3.
