I think there's a misunderstanding. virt-manager, by itself, doesn't need any privileges. To connect to a hypervisor, you do need privileges. And that depends on how libvirt is configured. So without the URI it is difficult to say what you were connecting to. And thus it is difficult to make out what insufficient privilege problems that could be.
