Hi, What you describe is actually the intended behaviour, as documented in update-inetd(8):
update-inetd treats entries that are commented out by a single `#' character as entries that have been commented out by a user. It won't change such entries. This is the case so that services disabled by the admin (as opposed to a script) are preserved across upgrades.
