I don't see this often. But I'm having some network issues now that seem to cause it to happen 3 times today, all with buildd logs. The header is always around 1K. So far, as far as I know, I always get the header completly.
This is a known artifact in fetchmail. See <http://www.fetchmail.info/fetchmail-FAQ.html#X10>. I'd say this is a wishlist/wontfix for me.
