I've been discussing the issue with upstream, and they've now released a new version (v2.21).
This new version looks for the settings file in: /var/lib/get_iplayer/options to be more FHS complaint. The upstream supplied error message on "-u" switch is also now more suitable. I would suggest an upgrade, and migrating the previous supplied patch to the new "options" location.
