Some hints from me, the upstream maintainer.

This isn't a bug. You should not only read README.Debian, but also
README and the manpage ('man mount.davfs').

This is about how mounting is handled on Unix-like operating systems:
Normal (unpriveleged) users can not mount, only root can. But an entry
in fstab may allow an unpriveleged user to mount a specific file system.

In short what to do:
as normal user: create a mountpint (preferably in your home directory)
as root: create an entry in fstab including the options 'user' and
'noauto'
as normal user: edit the file ~/.davfs2/secrets to enter your
credentials for the WebDAV server
as normal user: issue the command 'mount <your mount point>'
if necessary, as normal user: edit the file ~/.davfs2/davfs2.conf to add
davfs2-specific options (some servers will require this). 'man
davfs2.conf' gives more information about this.
