I don't think your patch is suitable as it would block users from mirroring archives that are not signed by keys in debian-archive-keyring. However, I will look into making it possible to configure debmirror to use a different keyring from trustedkeys.gpg. Note that the documentation in the manpage on how to add keys to trustedkeys.gpg has been improved in version 20090807.
