Thanks for the debugging instructions.

I appended init=/bin/bash to the boot line

I then used the following commands:
openvt -s bash
cd /etc/rcS.d
./S01glibc start
etc

"./S03udev start" hangs and produces the same "last" message as before the 
hang during normal boot. That message is 

"input: HDA Intel HP out at Ext Front jack as 
/devices/pci0000:00/0000:00:1b.0/input/input9"

So it does seem the problem is triggered by the udev start script. Any 
suggestions for how to narrow down the problem would be appreciated.
