By default there are only two places which the Debian
request-tracker3.4 package will look for files
/usr/share/request-tracker3.4 and /usr/local/share/request-tracker3.4.

The only other thing that I can think of that could be occurring is
that you are getting a cached version of one of the Mason
templates. Try deleting any files (not the directories though) in
/var/cache/request-tracker3.4/ and restarting your apache server.

If this doesn't help I'm afraid I am at a total loss as to where this
link is coming from, it definitely doesn't appear in the standard
package as far as I can see.
