Not enough information. Please provide the *exact* command you used that didn't do what you expect and the output it returned. "aptitude safe-upgrade" will refuse to upgrade the debian-keyring package as it would cause the debian-maintainers package to be removed. "aptitude dist-upgrade" and "aptitude install" will both work fine, removing the debian-maintainers package in the process. This is what I see and is the intended behaviour.
