I found why cups-driverd considers /usr/share/ppd/1-local-admin as a loop: it already looks on /usr/local/share/ppd/, and /usr/share/ppd/1-local-admin is a symlink to it.
So it is useless now, and that is why its creation has been removed of cups.postinst. But when upgrading from 1.3.x, this symlink stays. Maybe it should be removed by cups.preinst on 1.4?
