/etc/init.d/ntp uses lockfile-create which is in package lockfile-progs. But lockfile-progs is not recommended nor does ntp depends on it. If you have ntpdate installed togeather with ntp both rely on locking /var/lock/ntpdate which does not work if lockfile-progs is not installed.
