Attempting an update with a new mirror, so there's no existing
Sources/Binaries in /var/lib/apt/lists, exits with errors.  No
Sources/Binaries lists are downloaded so it's not possible to install
new packages.  Running “apt-get update” first works around the problem.
Log with debug::downloader=1 attached.
